PPO publishes Interim Data Review as part of independent investigation into use of restraints on pregnant prisoners

Published:

4 November 2026 – The Prisons and Probation Ombudsman (PPO) has today published an interim data review as part of its ongoing investigation into the use of restraints on pregnant prisoners during hospital escorts.

The review analyses available data relating to escorts during 2021 to 2025 and provides an evidence base for the wider investigation, identifying key themes and areas for further examination. These findings will help shape the next phase of the investigation, which will involve hearing directly from women with lived experience, staff and stakeholders to better understand how decisions were made in practice and the impact restraint use had on those affected.

The review found that restraint use in this context has reduced in recent years, reflecting changes in policy and practice. However, concerns remain around consistency, decision-making, and record keeping.

We uncovered significant gaps in the available evidence, with only around 61% of expected records available for analysis. HMPPS are working to locate additional documents, and these will be analysed in Phase Two of the investigation and incorporated into our final report.

This interim data review serves as a valuable foundation for the next stage of our work and provides a useful reference point for those committed to ensuring the safe and dignified treatment of pregnant prisoners.”
Adrian Usher, Prisons and Probation Ombudsman
